Garland ISD vs Rockwall ISD in Rowlett — which side is actually better?

This is THE question for every family buying a home in Rowlett. The city is split between two school districts, and which one you're in depends entirely on your address. Here's an honest, data-driven comparison.

TEA Accountability Ratings (2025):

  • Rockwall ISD: A-rated district overall
  • Garland ISD: B-rated district overall

On paper, RISD wins. But it's more nuanced than that.

STAAR pass rates (all grades, all subjects, 2025):

  • RISD: 82% meets grade level or above
  • GISD: 68% meets grade level or above

Teacher-to-student ratio:

  • RISD: approximately 1:15
  • GISD: approximately 1:16

Similar, but RISD edges it.

Per-pupil expenditure:

Extracurriculars and programs:

  • RISD: Strong athletics (Rockwall-Heath is a football powerhouse), excellent fine arts program, competitive academic teams. Smaller district means more per-student investment in activities.
  • GISD: Massive district with more program variety overall but resources spread thinner. Rowlett High and Lakeview Centennial both have competitive athletics and solid fine arts. GISD's IB program (at Garland HS) is one of the best in the metroplex but it's not in Rowlett.

Parent satisfaction (from community surveys and school review sites): RISD parents consistently rate their experience higher. GISD parents in Rowlett are more mixed — satisfaction varies significantly by individual school. Some GISD elementary schools in Rowlett are excellent; others have had leadership turnover and inconsistency.

The property value reality: Homes on the RISD side of Rowlett (Bayside, parts of south Rowlett) command a 5-15% premium over comparable homes on the GISD side. This is consistent with DFW-wide patterns where school district is one of the strongest predictors of home value.

The nuance: GISD is not a bad district. It's a B-rated district serving a large, diverse population. The schools in Rowlett specifically are generally above the GISD average. And the best individual GISD school in Rowlett might be as good as or better than the average RISD school. It depends on which school.

My take: If schools are your #1 priority and budget allows, the RISD side is the safer bet. If you're looking at GISD Rowlett, research the specific school your address feeds to. Don't judge by district averages — judge by the school.

One thing nobody mentions: RISD is growing fast and dealing with overcrowding at some campuses. GISD Rowlett schools have more stable enrollment. There are tradeoffs both ways.

Real estate agent here — the GISD/RISD price gap in Rowlett is real and consistent. I always tell buyers to check school zoning FIRST before falling in love with a house.

We're on the GISD side (Schrade Elementary feeds) and have been very happy. Schrade is an excellent school with great teachers and an involved parent community. Don't let the district average scare you off from specific good schools.

My kids went K-12 in GISD Rowlett and both got into UT Austin. District ratings matter but so do individual student effort, parental involvement, and teacher quality at the specific campus.

I teach in GISD and the district gets unfairly judged by its overall rating. The Rowlett campuses perform well above the district average. We get the same curriculum and support as the highest-rated GISD schools.

The IB program at Garland HS is world-class but it's a 20-minute drive from Rowlett. If your kid qualifies and is motivated, it's worth considering even from the Rowlett side of GISD.

Moved from the GISD side to the RISD side when our oldest started middle school. The difference is noticeable, especially in resources and class sizes at the middle school level. Worth the higher home price for us.
