Rowlett city council recap — what they decided this week and how it affects you

I attend or watch the Rowlett city council meetings so you do not have to. Here is what happened at the most recent meeting.

Agenda items that matter to residents:

1. Lakeview Pkwy corridor improvement plan approved. The council approved a $4.2 million plan to improve traffic flow on Lakeview Pkwy between Dalrock Rd and Chiesa Rd. This includes turn lane extensions, signal timing updates, and pedestrian crossings. Construction starts fall 2026. If you drive Lakeview Pkwy during rush hour, this is directly for you. 2. Sapphire Bay quarterly update. The developer presented the latest timeline. See the Sapphire Bay post for full details. Key takeaway: hotel on track for late 2026, lagoon pushed to summer 2027. Council members asked about traffic mitigation and got a vague answer.

3. New park amenity funding for Pecan Grove Park. The parks department requested and received $180,000 for a new covered pavilion and updated playground equipment at Pecan Grove Park. Expected completion spring 2027. Pecan Grove is already one of the most popular parks in Rowlett so this is a solid investment.

4. Short-term rental ordinance discussion. This is going to be a hot topic. Council discussed regulating Airbnb and VRBO rentals in residential neighborhoods, particularly in Waterview and Bayside where proximity to the lake makes them attractive. No vote yet — this goes to a public hearing next month. If you have opinions, show up.

5. Budget amendment for Rowlett PD body cameras. Approved an additional $85,000 for body camera upgrades across the department. 100% of patrol officers will have current-generation cameras by Q3 2026.

My take: The Lakeview Pkwy improvement is long overdue. That corridor is the biggest daily frustration for most Rowlett residents. The short-term rental discussion is going to get heated — Waterview and Bayside homeowners who are not renting will push hard for restrictions.

Council meetings are the second and fourth Tuesday of each month at City Hall on Main St. Agendas and video are posted on the city website.

Lakeview Pkwy between Dalrock and Chiesa at 5:30 PM is the worst traffic in Rowlett. If this project fixes the signal timing alone it will make a difference.

$180K for Pecan Grove Park is great news. That playground equipment is at least 10 years old. My kids love that park.

Body cameras for all patrol officers should have been standard years ago. Glad to see it funded.

The short-term rental debate is going to be a war. My neighbor in Waterview runs an Airbnb and there are strangers coming and going every weekend. I am showing up to that public hearing.

Thank you for doing this. Nobody reads the council agendas and then everyone complains when things change. The Lakeview Pkwy improvement is desperately needed.
