Opinion: El Paso purposefully planned for a future with water

Hector Sepúlveda, superintendent at El Paso Water's Kay Bailey Hutchinson Desalination Plant, explains how brackish water is filtered several times before it runs through a reverse osmosis membrane, leaving about 83 percent of water as "permeate" which is turned into potable water.
